Indiana NORML Outreach and Guest Speakers

Indiana NORML provides community outreach for a number of events each year, including the Indiana State Fair. From our information booth, we distribute free literature, answer questions about relegalizing Cannabis in Indiana and about the negative effects of prohibition.

If you need a guest speaker for a civic group or community event, Indiana NORML can help. Our speakers are available to speak to groups of 20 or more and answer questions on a number of Cannabis-related issues such as:

  • Medical Uses of Cannabis
  • Benefits of Hemp production
  • Negative effects of Cannabis prohibition
  • Need for political action to reform Indana’s laws involving Marijuana

Stephen W. Dillon is an attorney in Indianapolis, IN specializing in criminal defense and constitutional law. A graduate of Purdue University and the Indiana University School of Law, Mr. Dillon served briefly as a public defender before entering private practice, and has headed his own firm, Dillon Law Office, since 1988. Mr. Dillon is an active Libertarian who has been that party’s candidate for several statewide offices, including Secretary of State, Governor and U.S. Senator. He helped start Indiana NORML in 1974.  Mr. Dillon is a long time member of the (national) NORML Legal Committee, and served on the (national) NORML board from 1991-1994 and from 1998-present.…More Details

William H. Martin graduated from Indiana University's Kelley School of Business in 2003 with a B.S. in Business Economics and Public Policy; in 2006 William graduated with a J.D. from Indiana University School of Law - Indianapolis. While in law school William was active in the criminal defense clinic and the hispanic law society. From 2008-2010 William served as Assistant Attorney General of Yap, Micronesia. From 2010-2011 William served as Directing Attorney of the Yap State Public Defender's Office. William is licensed to practice law in the State of Indiana, including both the Northern and Southern Federal District Courts; as well as in The Federated States of Micronesia. More Details

William is a staunch supporter of social justice and equality in the law. William is on the NORML national legal committee and currently serves as Vice Chairman of Indiana NORML’s board of directors.

Neal Smith is a native Hoosier and has lived most of his life in Indiana. He currently lives in Indianapolis. He was born in Beech Grove, in 1952.

Neal graduated from Indiana University, Bloomington in 1975 with a Bachelor’s Degree in Journalism and Sociology Double Major. He spent 13 years as a news broadcaster and photo journalist, and has been a freelance writer and photographer for many years.

Since 1972, Neal has conducted scholarly research into the issues surrounding Cannabis/Hemp/Marijuana, having published many articles on Hemp and Marijuana and produced a cable access television series “Hemp, Environment and You” in the early 1990’s.…

Neal Smith is a native Hoosier and has lived most of his life in Indiana. He currently lives in Indianapolis. He was born in Beech Grove, in 1952.

Neal graduated from Indiana University, Bloomington in 1975 with a Bachelor’s Degree in Journalism and Sociology Double Major. He spent 13 years as a news broadcaster and photo journalist, and has been a freelance writer and photographer for many years.

Since 1972, Neal has conducted scholarly research into the issues surrounding Cannabis/Hemp/Marijuana, having published many articles on Hemp and Marijuana and produced a cable access television series “Hemp, Environment and You” in the early 1990’s.

Currently, Neal serves as Chairman of the Indiana Chapter of the National Organization for the Reform of Marijuana Laws (INORML) of which he has been a member since 1999, and serves as Hemp Historian for Relegalize Indiana. Neal also serves as a founding board member of the Indiana Cannabis Action Network, a reform group he formed in the early 1990’s. He has formed several organizations in the past including the Indiana Cannabis Action Network (ICAN) in 1992, the Indiana Green Party in 2001 and the Marion County, Indiana Green Party in 2002.
He is a member of the Indiana Libertarian Party and supports many Libertarian causes.
Neal is also a member of the United Food and Commercial Workers Union, local 700 and is the Indiana Director of the UFCW’s Hemp and Medical Marijuana Division. He serves also as a shop Steward and labor activist.

Neal is a firm believer that all Hoosiers would greatly benefit from the relegalization of Cannabis/Hemp/Marijuana for all of its purposes, providing a healthier, happier and more productive lifestyle for all.
